The Consorci de Benestar Social de la Garrotxa (The Association for Social Well-being in la Garrotxa) is a public entity with its own legal status. It was formed by the Town Council of Olot and the District Council of La Garrotxa which represents the 20-other La Garrotxa municipalities.
This Association was founded in 1997 with the main objective of developing and promoting the powers given to town councils under Catalan government legislation on social services. With the founding of this Association the town councils were able to delegate this function to a public entity outside of the town council in order to improve the provision of services, using criteria of efficency and a regional perspective.
The internal structure of the Consorci has a political/institutional scope and another more technical/practical scope. On the institutional side of things there is a General Council over which the presidency rotates every two years between the mayor of Olot and the President of La Garrotxa District Council. There is also a Management Committee in which a representative of Olot Council Social Services, a representative of the District Council's Social Services, the Head of the District Council and the Technical Director of this Association all participate.
The technical/practical arm of this Association has many projects and services to oversee, here are some of the most important ones:
1. A team of professionals that make up the Social Services and Primary Care Basic Teams, with assistants and social educators who are spread out and operate in different sectors of the district. Furthermore, these professionals may be carrying out various other projects like, for example, projects aimed at children from 0 to 3 years old at risk of social exclusion, employment projects, etc.
2. Works on those of social decline, infancy and adolescence taskforce, prevention of alcoholism, drug dependencies, aid projects for women who are the victims of domestic violence, etc.
3. The Commnunity Action Plan, the Volunteers Service and the District Plan for Immigrant Integration in La Garrotxa.
The Immigration Plan has been in operating in the district since the year 2000 and has as its primary aim helping incorporate the immigrant population into the communities, whilst also understanding that this is a two-way process that is as much the responsibility of the immigrants as of the people that live in the community. It also tries to mantain an air of organisation and a long-term measures.
It is also understood that immigration is a transversal process which is a challenge for the whole of society and its success can only be the result of great co-operation between all citizens. Therefore, the Plan tries to work with all the institutions and departments of the different administrations in order to create a dynamic of participatory, co-ordinated work and consolidate a rich network of institutions and organisations concerned with the workings of the social phenomenon of migration.
The Plan works on issues like sensitisation, knowledge of the immigrant population of the area, the formal education of children and youngsters, the training of adults, informal education, healthcare, steps that can be taken to help mutual understanding and awareness, etc.
